Commitments Made in Country Statement of HRM at the Fourth World Conference on Women, Beijing, 4-15 September, 1995 and Follow-Up Thereon

  1. To Increase Investment in Education to 6% of the GDP with a Major Focus on Women and the Girl-child

    Present Position

    Action in respect of increasing investment on education has already been initiation. National Policy on Education, 1986 commits empowerment of women through focus on education of girl children and women. The focus of the Total Literacy campaign is on women who comprise the majority of persons so far covered.

  2. Universalisation of Mother and Child Care Programme to Reach Out to Every Corner of the Country

    Present Position

    Integrated Child Development Services (ICDS)
    The ICDS Programme has been universalised in 1995-96 to cover all Community Development Blocks and major urban slums in the country. At present, there are 4200 operational ICDS Projects in the Country.

    Creches
    Continuous augmentation of National Creche Fund is underway. A total of 2455 new creches has been sanctioned in addition to 12,470 existing ones.

    Indira Mahila Yojana (IMY)
    The IMY was launched from 20 August 1995 and is now under implementation in 252 blocks of the country.
    Action is being taken for convergence of Programmes. The IMY represents the major institutional framework for such convergence.

    Central Social Welfare Board (CSWB)
    Strengthening of CSWB and its programmes and strengthening of Voluntary Action in the country is a continuous process.

  3. National Policy for Empowerment of Women

    Present Position

    Final Draft of the National Policy for the Empowerment of Women has been prepared after wide ranging consultations throughout the country involving, NGO, activists and State Governments. It has been discussed in the Parliamentary Consultative Committee Meeting on February 23, 1996, December 17, 1997, and February 13, 1997. The proposal has also been endorsed by the Committee of Secretaries. A Cabinet Note has been prepared and was circulated amongst all Ministries/Departments. All the Ministries/Department have endorsed the draft policy. Further action to obtain the approval of MOS (WCD) is being taken.

    National Resource Centre for Women (NRCW)
    A National Resource Centre for Women (NRCW) is being set up which will provide relevant technical back-up for successful implementation of the policy by focussing in sensitisation, training, information collection and dissemination, advocacy, coordinations and policy related studies/evaluations. It is also proposed to set up the State Level Resource Centres for Women at Bhubaneshwar, Bhopal and Chennai. Approval of the full Planning Commission for launching the Scheme in the Centrally Sponsored Sector has been obtained.

  4. Commissioner for Women's Rights

    Present Position

    The main objective of the scheme is to have a full complement of defenders of women's rights from the district up to the national level, suitably empowered, to work in tandem with the National/State Commissions for Women and State Governments in order to provide access to rights guaranteed to women under various legal instruments. The Concept paper for the Commissioner for Women's Rights was discussed with the Ministry of Home Affairs, Legislative Department, National Commission for Women with Chief Secretaries, Home/Social Welfare/Women and Child Development of 9 states. The proposal is now under construction.

  5. National Level Mechanism for Platform for Action

    Present Position

    The Department has already identified the action points flowing from the Platform for Action. This will be useful during monitoring of its implementation. The draft National Policy for the empowerment of women proposes setting up of a National Council under the Prime Minister for overseeing and guidind the process of advancement and empowerment of women. The proposed National Council is to be chaired by the Prime Minister and consisting of Ministers concerned would also oversee the follow-up of the Platform for Action.
