Status of Women and ICT in Asia, Central Asia and the Pacific - A Review

Position Title: ICT Researcher

Level: Contractual

Region of contract: Asia

Summary of the Project: This is a research Project on the Status of Women's Organizations in their use of Information and Technology in Asia, The Pacific and the Central Asian Regions. It seeks to assess the situation of women's organised groups and their level of ICT use, how ICT is used in their work and what their training and networking needs are. The Asian Women's Resource Center (AWORC), the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP) and Isis International Manila are conducting the research. Isis is managing the research in the Asian Region, which will include Cambodia, India, Indonesia, Japan, Mongolia, Nepal, Philippines, and Republic of Korea.The research in the Asia Region will mainly be done electronically, from August to October, 2000.

Accountability Objective: The researcher will be hired on an out-put basis to coordinate the research project with Focal Points in each of the assigned countries. The person will be responsible in (1) assisting to finalize the survey form to be disseminated. (2) will engage in review of literature on the subject (3) will gather all the forms and be responsible to compile the data, analyze the information and write a regional report demonstrating the results of the research project.

Tasks and Functions

Pre-Research

  1. Review the draft TOR for the research including the questionnaire for women's organisations and provide feedback to Coordinators.
  2. Review related literature/resources.
  3. Conduct a pre-test for the questionnaire (2 women's organisations per country) using e-mail or personal contact.
  4. After meeting (electronically) with the coordinators regarding preliminary results, revise questionnaire if necessary, then conduct the survey proper. Where possible, personal contact and interview to be conducted.

Research Proper

  1. Follow-up with focal points to gather all the necessary data.This would include the electronic reports, as well as any tapes of interviews, photographs, as the need may be.
  2. Collate, process and analyze data.This would include quantitative and qualitative processing of data; tabulation, translation of data into graphs and charts, where necessary.
  3. Write the report, which includes significant findings, implications of data gathered, and overall analysis, including recommendations.
  4. Meet regularly with coordinators (online) about progress of the research to final output.
  5. Revise and finalise the report according to recommendations by coordinators.

Requirements: At least three years experience in doing quantitative and qualitative research. Preferably with experience in women's organisations, feminist research, and the use of new information technologies. Ability and access to computer and e-mail services. Experience in working with research teams.

Salary Commensurate with experience. A minimum of US$2,100 package deal for three months, plus travel allowance, use of Isis International-Manila computers and office space if based in the Philippines, and if not, to corresponding focal points office space and computers.
