draft announcement

I suggest we run through this draft before sending it over to aworc-meet
and Yukihori of ESCAP for comments.
Chat has posted a rough scehdule, and I agree that we need step on the
accelerator. I have changed the deadline of application to April 30. It's
more realistic since I don't think the announcement can come out before the
28th of March.

I have attempted to make the announcement as general as possible since we
have not finalized the traininng design. Please send your comments before
Friday (24 March) so we can send it to aworc-meet.

you fearless leader :-)
