[paper] computers and pedagogy

This paper talks about computers in German schools, but the conclusions are
interesting in our context.

1. We must enable young people to choose computer programs to meet their
specific needs and then use them competently.

2. Students should understand the conditions under which computers work and
are used.

3. Students should be enabled to influence the design of this technology
and its applications in society.
